Finnish consumer safety body issues product recall

The Finnish Safety and Chemicals Agency (Tukes) has recalled hair dyes and oral care products due to their chemical content and failures in labelling


The Finnish Safety and Chemicals Agency (Tukes) has recalled 20 cosmetics products at the end of 2012 due to their chemical content and failures in labelling. Most were in the field of hair dyes and teeth whiteners.

Tukes is responsible for ensuring that consumer products are labelled and packaged correctly and it said that warning signs on product labels needed to show how dangerous a chemical might be to a user’s health or the environment.

“Product labelling and appropriate user instructions are important elements, particularly in the safety of hair dye products,” said legal adviser Pauliina Kanerva of Tukes. “Instructions and labelling must be provided in Finnish and in Swedish.”

The labelling requirements for hair dye products changed last year in Finland. From the beginning of November 2011 new warnings have been required for hair dyes containing certain substances. The allergenic effects of products must be specified more clearly, and items must contain the warning that the product is not recommended for use on persons under the age of 16. From 1 November the sale or other supply of products not compliant with the new requirements will be prohibited.
