Tooth whitener use must be controlled by dentists, says EU

Proposed Cosmetics Directive reform

The European Commission has proposed amending the EU cosmetics directive so that dentists must control the use of teeth whiteners with more than 0.1% hydrogen peroxide, including carbamide peroxide and zinc peroxide.

Under its proposals, “those products should be regulated [so] that they are not directly available to the consumer,” said a Brussels note. Indeed, it says that dentists would have to apply these whiteners’ first use and then “provide access to those products for the rest of the cycle of use.”

The products would also have to be labelled and the active ingredient could not make up more than 6% of the product.
