Maryland authorities have banned the distribution of lead-based eye cosmetics in the State on the grounds that they could cause lead poisoning.
The authorities began their campaign in September 2006 to ban the distribution and sale of kohl-based eye cosmetics after two children were diagnosed with lead poisoning after wearing the eye cosmetics. Kohl is widely used in Middle Eastern, African and Indian cultures as eyeliner on children to strengthen the eyes and ward off evil spirits.
The Hashmi Surma Special brand came under particular scrutiny after tests showed that it contained high levels of lead that could potentially lead to poisoning. The Maryland Department of the Environment advised the attorney general to ban the Hashmi brand on the basis of these tests. New York-based Best Foods, which distributes the products, has agreed to cease distribution of all products containing kohl, especially the Hashmi brand.
