The EU's scientific committee on consumer products has warned that two hair dyes should not be used in combination with nitrosating substances - 4-Hydroxypropylamino-3-nitrophenol and HC Orange n° 2 - although their use is otherwise safe.

It also ruled that hair dye Acid Red 33 does not pose a risk to the health of the consumer, as do 5-Amino-4-chloro-o-cresol hydrochloride at a maximum concentration of 1.5% and 2-chloro-6-ethylamino-4-nitrophenol at a maximum on-head concentration of 1.5% in oxidative hair dye formulations and 3% in non-oxidative hair dye formulations. The committee said there was insufficient information on hair dye HC Blue n° 12 for staging effective risk assessments regarding consumer use. Its decisions were taken at a recent plenary meeting and will feed into European Commission regulatory policy.
